HKMC’s 2026 Social Bonds Report details the allocation of proceeds from its 2023-2024 issuances and their social impact, with PwC assurance.
The Hong Kong Mortgage Corporation Limited (HKMC) has published its Social Bonds Allocation Update and Impact Report 2026, detailing the allocation of net proceeds from its 2023 and 2024 social bond issuances and their social impact as of June 30, 2026. PricewaterhouseCoopers (PwC) provided independent assurance on the allocation and some disclosed data, reinforcing market confidence in the report’s accuracy.
The two bond issuances covered in the report include Hong Kong’s largest-ever 30-year HKD social bond, a HK$2 billion tranche issued in November 2025, part of a broader HK$25.3 billion multi-currency deal. Proceeds from these issuances have been earmarked for projects aligned with HKMC’s Social, Green and Sustainability Financing Framework. Eligible projects include affordable housing, access to essential services, and SME financing—key areas of focus for social bonds globally.
Social bonds are a subset of the broader sustainable finance market, which has grown significantly in Hong Kong. The city has become a regional hub for green and social finance, supported by initiatives like the Green and Sustainable Finance Grant Scheme launched by the Hong Kong Monetary Authority (HKMA). The grant scheme, updated in April 2026, subsidizes issuance and external review costs for eligible instruments, including social bonds.
HKMC’s social bonds, while not traded like equities or crypto assets, are evaluated on metrics such as yield, credit rating, and post-issuance impact reporting. The 2026 report highlights the tangible social outcomes achieved through funded projects, a critical factor for investors assessing the bonds’ alignment with Environmental, Social, and Governance (ESG) standards.
Hong Kong’s sustainable bond market has matured since the Government Green Bond Programme was first launched in 2018. Renamed the Government Sustainable Bond Programme in 2024, it now includes not just green but also social, sustainability-linked, and transition bonds. This broader framework has encouraged issuers like HKMC to expand their sustainable finance activities, underpinned by strong investor demand for assets with measurable social impact.
For investors, HKMC’s report provides transparency that is increasingly demanded in ESG-focused portfolios. With PwC assurance adding a layer of credibility, the data may serve as a benchmark for future social bond issuances in Hong Kong and beyond.
